Julius Kamiri has called on the Department of Water,Environment and Climate Change to urgently procure and dispatch water pipes to Mathira Water and Sanitation Company Limited ( MAWASCO)noting that during the Financial Year 2025/2026, the County Assembly of Nyeri approved an allocation of KShs. 1 Million under the Financing Locally-Led Climate Action( FLLOCA) Programme and Kshs. 2 Million under the Ward Specific Programme to facilitate the purchase and installation of the pipes.The lawmaker sought an explanation as to why the Department is yet to procure and supply the pipes to the water company. 𝐅𝐈𝐑𝐒𝐓, 𝐒𝐄𝐂𝐎𝐍𝐃 𝐀𝐍𝐃 𝐓𝐇𝐈𝐑𝐃 𝐐𝐔𝐀𝐑𝐓𝐄𝐑 𝐁𝐔𝐃𝐆𝐄𝐓 𝐈𝐌𝐏𝐋𝐄𝐌𝐄𝐍𝐓𝐀𝐓𝐈𝐎𝐍 𝐀𝐍𝐃 𝐏𝐑𝐎𝐉𝐄𝐂𝐓 𝐒𝐓𝐀𝐓𝐔𝐒 𝐑𝐄𝐏𝐎𝐑𝐓𝐒 𝐀𝐃𝐎𝐏𝐓𝐄𝐃Members of the County Assembly on Wednesday approved a report on consideration of the First, Second and Third Quarter Budget Implementation and Project Status Reports for the Financial year 2025/2026.The reports were prepared in accordance with Section 166 of the Public Finance Management Act (CAP 412A)In a report presented by the Chairperson Budget and Appropriations Committee Hon. Erastus Karanja, the House resolved that despite the positive growth in Own Source Revenue collection, the County Executive should strengthen revenue mobilization by enhancing the efficiency of revenue collection systems, broadening the revenue base and improving compliance through effective monitoring and enforcement mechanisms. Further, the strong revenue performance demonstrated by Rural Facilities Level 2 and 3 should be sustained through continued enhancement of revenue collection strategies and effective financial management practices.That, the County Executive should institute measures to contain the wage bill and ensure that expenditure on compensation to employees remains within the prescribed thresholds in the Public Finance Management Act (CAP 412A).The County Executive should expedite the implementation of development projects by ensuring the timely completion of project planning, preparation of Bills of Quantities, procurement processes, and contract awards immediately after the commencement of the financial year.Finally, the County Executive should prioritize the settlement of outstanding pending bills through enhanced expenditure planning, timely payments and improved cash flow management to prevent further accumulation of arrears. ...
